Again, depends on the headcanon. If they don't have keratin in their skin, they can't develop calluses or evolve harder hooves. It's the same reason why chickens can be triggered to develop reptile-like teeth but they're soft as hell because there's no genetic code for tooth enamel in the chicken genome anymore.
Fluffies were developed to live indoors; ie on soft flooring. Their hooves (and bodies for that matter) were made to be the weakest link so that in the event they did turn on their owner, they couldn't inflict any lawsuit worthy damage to a human.
