That's why I take my own measures to assure the game is harder than normal. Only use the potions I pick up, only wear armor or equip weapons from quests or dungeon delving. If I do play an alchemist or an enchanter I'll limit what levels I reach. Some of these enchantments and potions have magnitudes much higher then they need to be, so I'll stop at a certain level and leave it there to assure I'm not giving myself +200% one-handed.
I think the dungeons and enemies are done much better. Moving from region to region shows much more, the characters and voice acting is a huge improvement. I'm not a graphicsfag, but it's a huge step forward in immersive story telling for TES. Oblivion was great for its time, but a lot of it was cheesy or just... Oblivion...
