I see it as a simplified allegory to our own society.
There's a poor area of every town. A skid row. A tent city. The area that you don't walk through at night.
Its a collection of human suffering. Nobody wants to live under a freeway off-ramp, but they do.
These people were kids. Hell, these people HAVE kids. And they were neglected, and they will neglect those around them.
And we will too. Nobody is rushing out with blankets and soup to help some poor kid who has one mom and six siblings, who gets beaten by all of them, who dreams simple dreams of having a happy home to go to where they are loved and appreciated and have opportunities to go to school and have friends and be normal. They'll probably end up just like their parents, or worse, or maybe they'll never grow up.
Plenty of people say they want to help them, but the truth is many are just too far gone to be saved, and it would require a tremendous effort to do so anyway. These people are often paraded around to garner sympathy, or do so themselves to try and receive charity, but as a whole they themselves are fairly revolting creatures by their habits and norms. As unfairly treated and oppressed as they are, they unfairly treat and oppress themselves.
So here we have an artificially created animal that was created solely to love, and horrible things happen to it for our convenience and our amusement. Its just a simple way of expressing and satiating our emotional conflict for how often we see this in life. We take pleasure in it, and we get a cathartic release in it, because its very simple when you make it into some commercialized product turned pest.
