I'd lean more towards the inability of either party being able to compromise at all. There used to be a mutual respect and understanding of the other side, but now you're either Team Right or Team Left no in between and no agreeing with them on the slightest issue. However I don't trust the government to do it either. For all their good intentions, the private sector has better innovation and business sense. If they can't make money then they fail. The goverment doesn't have that burden. Thus we're left with the current situation of private providers with strict government oversight. I'm not Finnish but considering the evolution of warfare and elimination of front lines, I'd say Russia would quickly overwhelm them taking out key targets. Then again I think Finland is a member of NATO so the quick regional escalation would be pretty destructive.

Our world is definitely hitting a turning point. I'd say it's due to the internet and cheaper air travel. China's no longer a far away mysterious land.
