A mother has a child, and decides to put genital piercings in after they are born, because she thinks that they look good. The reason it happens is due to arbitrary religious rites, not some feminist conspiracy to emasculate men.
One reason it's hard to illegalize it is because, yeah, it's been normalized in society for so long (there's plenty of other shitty things in society that have normalized that need fixing too), and because we'd be pushing against religious interests. Which is quite an uphill struggle in the West and especially in America.
