Towards the end of the "eenie meenie miney moe" sequence, the last shot of Rick shows a shadow being cast on rick's face by Negan at an angle that suggests Negan is to the left of Rick and thus stops at somebody on that side of Rick. The four people on Rick's left are Sasha, Eric, Carl, and Eugene. This isn't proof, but just my theory. It's subtle, but I think it's possible that this was intentional.
2. "Taking it like a champ" sort of suggests that Negan had little faith in the person's ability to take a beating. Eugene seemed like a pussy, so he was surprised he took it like a champ.
3. Eugene's story was pretty much wrapped up during the episode. The bullet making list as well as closure between him and Abraham suggests this.

I think the writers legit don't know who they want to kill yet and this buys them time.

It just feels too predictable to me and all the fake "deaths" they do is obnoxious. I decided to actually watch the series finale. First hour and fifteen minutes: "drive that way. They're there. Then they killed Denise in his place. Now all the comic people are going "Ohhh, yeah. They're going to cop out and kill Abraham here instead of Glenn." It would give the shock and awe value of killing off a beloved, major character, but isn't Glenn to keep us on our toes. But its too damned obvious I firmly believe its all misdirection. If they kill Abraham I'll be very disappointed.
