A PSU is like RAM, you only need... Enough. However, cheaping out on the PSU is the worst thing you can do to your computer as it over time could damage (or in a worst case scenario: suddenly fry) most of your parts if it can't supply the power needed.
GPUs usually have the power drainage in their specs. Look it up and see how many watts a single card maxes out at.
Your CPU will also drain power, but it's not that common to list it in the specs. Newer CPUs are more power efficient than the older generations, but my i7 6700K CPU has a typical wattage of 95W.
Everything else takes up small amounts of power, and I generally assume 100 watts for USBs, fans, RAM and all the other stuff.
I generally look for PSUs like this:
PSU power = GPU + CPU + 100W
The more headroom you give yourself, the safer the rig will be from being damaged by the PSU. Be sure to give yourself enough headroom for another GPU if you might plan on running crossfire/sli in the future.

>Turn all video settings to max
>Take a note of your FPS count
>Turn all video settings to lowest
>If you have around the same FPS, your CPU is probably the problem
>If your RAM is shit, it COULD be the problem tho
>If you get slightly more FPS, it could still be your CPU
>If you get a tremendously bigger FPS count, your GPU is the problem

I feel like the CPU deserves upgrading, but the longer I wait the better CPU I can buy. It's definitely the bottleneck, recent games I've had to scale down from Ultra to High. Are current gen CPU worth upgrading to yet?
