varies from state to state,vet to vet. my wife's place is an actual hospital, not a shelter. That's someone's pet. If I recall, it had a liver that was more tumor than tissue, and they decided to put it down instead of spending thousands for another year or two of life. If someone brings an animal there and can't afford it and just leaves it there, the vet wards it to the state, who puts it up for adoption.
Except for this cat; she was left at the clinic with a hole in her leg that was so diseased it was filled with maggots. they fixed her up and she became a blood donor for the hospital for a year, then we took her in. Fat fuck.
