Not sure, but I can imagine machinery was involved. I know from running lathes, if you don't grind a chip-breaker on your tool, you tend to get these long, razor sharp ribbons as shavings.
There was once a guy who worked here, in my grandpa's shop, who for some reason decided to reach inside, and grab a handful of it to pull it out of the way, while the lathe was running. Just touching the shit normally will slice your hands up really good. For him though the shit just wound around his fingers and hand, and pulled it into the chuck. He ended up with severed tendons, particularly the one for his thumb. They had to connect on of the good remaining ones to his thumb just so his hand wouldn't be totally useless. He's lucky too, because he could have easily lost that hand and even his arm entirely.
Anyway, everytime I see this image, I picture a lathe accident in my head. Could have been something else instead though.
