I guess like a lot of simple lobbying things too. In my area the leopard frog is endangered. There is a subdivision that cannot build a beach on the hideos swamp down the road because the impact that it has on the leopard frog environment. It seems like someone that just invested 5 million dollars in a sub division would have enough sense to go hey. what if I start a small leopard frog farm to balance out the population of endangered frogs. we already do that with fish, deer, elk, and bear in Michigan.
