for smooth short lines use your wrist to flick, fingers for small details, elbows for longer lines.
best way is to make yourself comfortable without your arm resting on anything, find the best forms for you, think of it like this, the shorter the line the closer bits to the pen should be used to make the line, and vice versa. works diff for everyone but thats the most basic thing i can say to help.
