i doubt its a new development. the premise of the matrix alone suggests some kind of dysphoria was in place and i have always had a strong suspicion that the original script in fact touched on gender dysphoria that was toned down / removed from the final product.
the reason why they recently transitioned probably has more to do with public reception. if they had transitioned earlier they would have likely not been successful.

Like, why can't a man decide he wants to look like a woman? Why does he have to be crazy? I think people should do what they want. The difficult part is whether or not they're really women, and I agree that that's a puzzle. But really, who gives a fuck, why do people care what gender you are? Trans people shouldn't care if they're female or male, and other people should stop insisting that there should be so many differences between genders.

But i don't think it's beyond a possibility that switch had different genders and that it could have been explored. the reason i say this is because I actually couldn't remember switches gender after seeing it in theatres the first time. im a writer and i always include aspects of myself into my works. sometimes its subtle, sometimes not. basically every work of fiction is going to provide at least a bit of insight into the artist. and then you have to keep in mind that there is much that gets edited out of the final product, usually for commercial reasons.
look back at films from 50 years ago. there are no openly gay themes in mainstream american films but there was plenty of extremely subtle nods at it. too tabboo back then but these days its perfectly acceptable to have openly gay character and themes in films and still be commercially successful.
