open up paint. take the picture you want to databend.
save the picture as 24 color bitmap.bmp
open up wordpad. import the bmp. save it.
open the bmp up again in paint and convert it back to a jpeg.

after you save it as a bmp, you should open it in wordpad and it should come up with all weird kinds of letters. if thats done, just click file>save. you're done! open the bmp in paint and you can see the result.

Alternatively, import a bmp file into Audacity as raw data. Apply some random effects like reverb, delays and such but make sure to leave the first portion of the file untouched. Then save it as raw and add the bmp extension during saving or in explorer.
Each audio effect also has it's own way of affecting the image, giving you a lot more control over the final product. Basically you just have to spend an evening messing around and you'll end up finding some nice combinations.
