Rats get infected via cat urine and lose fear of getting near cats, thus linking the life cycle of the parasite.
There are no major neurological effects on humans. The only bad thing toxoplasma can do is during pregnancy, if the female has not been priorly exposed to toxoplasma and thus doesn't have antibodies.
In which case it doesn't even hurt her, but it can cause complications with pregnancy. But for exactly that reason doctors check pregnant women REGULARLY for that shit.
