If you're on a budget best recommendation for a handgun would be S&W SD9VE. Super cheap, like 300$ or something, looks and functions like a glock. If you want a perfect all-around handgun then get something like a G19 or a similarly sized pistol from some other manufacturer, like an HK p30, cz-75, Sphinx SDP compact, sig, beretta, etc. The "compact" category provides the best general purpose guns.
I'd go with a Glock though. They are the standard by which everything else is measured.

Look into the FN line of pistols. I own one of the older FNP-40s and its a champ. I've put thousands of rounds through it with little trouble. The FNS-9 is another decent pistol. I've shot a friends and its smooth. Comes with a 17 round mag and an accessory rail. Only downside is the price. $600+ is a bit steep but you'll never regret it, especially if the shit hits the fan.

I tried every big name 9mm before I bought (Beretta PX4 and 92f, Glock 17/19, Springfield XD, S&W M&P 9, etc) and liked almost all of them but my hand fell in love with the way a Sig P226 felt in it. I am actually most accurate with Glocks (great trigger and sights) but it feels like a Nintendo zapper. Civilians can't easily get real military armor piercing 5.7x28mm loads. The shit you buy over the counter is loaded with less pressure and has non armor piercing projectiles.
