I haven't played as Arkhan. Tomb King units don't cost gold and have no upkeep, but the first tier units are really shit. They got a limit of how many of each unit they can recruit into an army. TK also got really low income and no good way to increase it.
Arkhan's special gimmick is that he can recruit some Vampire Count units like crypt ghouls, dire wolves, fel bats and hexwraiths.

No. They got leadership though. If it goes negative they'll still fight, but will start crumbling and slowly die. Things that affect leadership are stuff like attacked in flank/flanks secure, losing/winning, tired/fresh, lord dead/lord near, etc..

Well im not too sure on the specifics for a Tomb King army as their souls were returned to them and all that fun stuff. Arkhans and vampire counts skeletal armies are tied to the lord as its his will that keeps them going. The skelebois wouldnt get tired unless their lord was tired if I understood the books properly.
