In the US they do. Your employer is lying if they say otherwise. If your wage + tip is under min wage then your employer is obligated to pay you up to minimum.
They don't want to because it blows up payroll taxes. Tips are the most efficient way to pay workers at a restaurant because the profit margin is so small. But they do have to make sure you at least get minimum.
For example, if they bump it up to $15 per hour then you are owed more money by your employer if you only bring home $10.50
