On the cultural side, we can see starting in the early 1990's that "black" was beginning to mean "cool". Rap and hip hop were achieving mainstream prominence while black movies and TV began to take off. Even today youth culture is skewed toward anything "black" being "in".
A consequence of that is that naturally the older generation will be averse to current "mainstream black culture" because in truth it can be extremely shallow and materialistic. This is not a departure from any prior youth culture but it's different and scary for those people so it's easier to see the faults in it.
Because of this culture clash, young women are drawn to it as they are the "bad boys" even if they're completely regular people. I suspect this feeds into it as black youths can be upstanding, lovable people (proving that mommy and daddy are wrong about black people) and still maintain the cultural image of "the boy your mother warned you about". Black men tend to be very charismatic and irreverent (in other words, fun to be around), a stark departure from "white culture". To a young mind anything different is good and proves your individuality. It is no different than a girl in the 50's wanting the leather jacket clad biker because he was a badass AND a misunderstood sweetheart. The media does it's best to further this narrative as well.
In my experience, a lot of these women will end up with some goober white dude in the end as their desires change to stability and the classic basic white bitch story-book romcom bullshit (deal with all those fucking adjectives). Some end up with black dudes but they're a lot more like Darius Rucker than 2 Chainz.
This of course does not account for all youths in every iteration of this phenomenon but it is what I have seen much of the time.
