Because when mlp first had its resurgence in the form of fim and bronies began to pop out of the woodwork, they swamped 4chins, pretty much spamming every board with ponies as if trying to convert the masses in some freaky faggy crusade. Eventually, the mods had had enough and declared that ponies should be banned and so they were and, for a time, all was well. As time went on, the anti-pone ferver settled down, even though we still have fluff-abuse threads, which were a direct response to pastel horse scourge. /mlp was created as a small mercy to the bronies but more as a containment board such that posting pone outside of it is still frowned upon and may even be punished.
