Once mods are alerted by 3+ reports, they will need to ban him once they deterime he is spamming.
Anyway you obviously weren't here for the first few days of the loli marathon where spiderman got banned so fast even a single person posting spiderman as ajoke was banned from time to time.

the reason for the rule is the fact that mods would prefer threads to be contained to a single version.
When some topics get derailed by things like spider man, multiple threads of the same things (IE multiple loli threads) get made and bumps other threads off the board.
So the rule was to help keep topics stick to a single thread... not stop commercial spam or bots.

That's correct, commercial spam and bots are covered in other global rules.
A spiderman enthusiast could make their own thread full of spider-man and that would be ok, but when it is used to kill threads by spamming them to image limit with it's spamming.
