The Management Engine as well as PSP are not integral parts of the x86 architecture, which I thought was what you meant when you brought up freedom issues. The CPU and chipset architecture itself is surprisingly free, but it is true there have been recent developments away from this standpoint.
As far as I am concerned though, there are drivers for at least the ME on Linux? I have a kernel module mei_me that I thought was responsible for the management engine. But I have not looked at the license situation of the module and probably will never be, because Red Hat is a bunch of incompetent assholes and cannot code the nouveau driver for shit.
