There already is various forms of coordination with building structures. On the same note, what if a developer decides to erect a brutalist monstrosity in a nicer, upscale part of a town? It's still something imposed upon the locals.
A solution to this unfortunate problem would be a type of coordinated aestheticism where elected representatives can reject plans to build something with a design the locals don't want or doesn't compliment the other structures. It can also be used to create a standard of appearance where totally skimping on outward appearance for the sake of being cheap--something which is far too common--is prevented and the developers may have to add an extra small expense to the building cost to make it look nice on the outside. Economically, it works out because people are less likely to vandalize places that look nice and property values are more likely to increase.
