For the steering it can be simply the steering oil and/or the bolt of the steering. You can only change the brakes, unless its the calipers that are to rusty. For the pipe you can put a rice can around it to patch it up a bit and stop the noise to be to big. A pipe is pretty expensive sadly. Brakes are cheap to even for good ones. If you dont want to get to the steering just try at least to change its oil it will probably help. Did you chack if you had A/C liquid ? It can be your A/C fuse that is broken to.
