Most places pay about min wage + a flat per delivery millage fee. The tip puts the compensation to being respectable. When I was doing it back in 200 I would bring home 100 in tips a weekend night, and 50-70 for a weekday. Add that to the 5.25/hr + 75 cents a delivery, it was pretty damn good for a part time job. That was also when most tips were like 2 bucks and you would get stiffed with less than a dollar quite often. 4 bucks for like a 20-30 minute drive is fine, hell he probably has 2-3 more orders in his car with him. I averaged like 5 deliveries an hour, at 2.50 average tip... Not bad for the early 00s. Now I work a real full time job I tip based on how far I am away from the shop and what the price of gas is doing.

I'm a guy who constantly gets accused of tipping too much (tip a $20 on your first drink @ a bar that gives "buybacks" and you'll be getting free ones all night, in most cases) but generally only give delivery people $3.00 usd unless they are delivering large, heavy deliveries (ie. UPS guy on over 50lb item).
$4.00 usd is generous in my opinion. The guy might be having issues unrelated to the delivery, unless you live in a very affluent area where people actually tip (oxymoron), but I doubt his disposition had anything to do with your tipping scale and if it did, fuck em'.

To answer your question, $4 is a good tip. Remember, you are tipping him for delivering, not for food service so the 15% standard doesn't apply. If you ordered $100 worth of pizza and gave him a $4 that would still be acceptable. If he thinks otherwise, he's a cunt. When I did deliveries I would generally think of $0-1 as bad tips, $1-2 as pretty bad, $2-3 as fair and anything over as good.
Most I ever got tipped was $24 for a $26 delivery. Guy handed me a $50 and said keep the change. I told him he gave me a 50 and he said "I know".

Recently been visiting the US of A, and found some weird tipping habits there. In one restaurant I paid in cash, and they didn't give me my change back, which was less than a dollar. My tour guide told me some places expect you to ask for your change, so he asked the waiter to bring me my change. She brought a full dollar bill. I was originally going to take my change and leave a full dollar of tip for the nice service, but since they fucked up my change, I just left the dollar there (technically less than a dollar of tip).
In other places, when I paid with a credit card, the receipt which you sign on also has a line to write down the amount of tip, and a second line to write the new total of charge. Theoretically, they could hustle money out of you if you leave that empty.
My tour guide really didn't like my lack of tip-giving. At times he would tip on my behalf, because I wasn't going to. The touring company's info page on the site specified the customary tipping in the USA, and the customary tipping of the guide himself, as if paying 1700$ on a 9 day trip wasn't enough. So the whole trip I made it super clear that I'm not tipping, but in the last day the guide just gave me a lift to the bus station, and I left him with a hefty surprising tip.
