I work with ballistics for a living, so let me put this into context. 80% of people shot by handgun rounds in the US will survive if they seek medical attention as soon as they can. The most common handgun rounds used in assaults and murders are .32acp, .38spc, 9mm, .40S&W, and .45acp. These are big bullets with anywhere from 8x to 28x the mass of a simple .177 pellet or BB, travelling at the same speed or well over twice the speed.
With that said, handgun rounds are shitty at killing people, and unless you punch a big hole directly in an artery, the heart, or a juicy part of the brain, the person you've just perforated will most likely be able to survive his/her wounds.
When I say 'able to RELIABLY' kill someone, I mean in realistic circumstances, not ideal conditions. Realistic circumstances range from shooting someone from a concealed location some distance away(where accuracy variations come into play, among other things), to approaching someone and shooting them at close range with them reacting and most likely spazzing out, making landing an accurate shot very, very difficult.
Hell, I had one case where a guy named Damal was ambushed at a street corner(point blank range) and shot six times in the chest with .40S&W, and survived with no permanent damage. He lost quite a bit of blood, but still managed to pull through and was discharged from the hospital a week later.

The fancy ones in .177 and .22 (that you can't get at Walmart) can push pellets much faster, but terminal velocity on anything larger than a medium-sized dog is pretty poor. You're also forgetting that those guns shooting .22 caliber pellets at 1400fps are shooting 15 grain pellets at that speed, not 40 grains like .22LR. Mass X Velocity = Energy.
If you got shot in the head, you'd probably live and make a full recovery. If you were shot in the chest, the pellet likely wouldn't penetrate far enough with enough energy to disrupt any vital organs.

Also the caliber, and bullet grain weight.
I guarantee you, a .357cal PCP air rifle will reliably kill you every single time you're shot with if they hit vitals, just like with a normal firearm.
The shit at WalMart can be around 900-1000 FPS with a 27.8gr pellet.
All this is available at Wally world. Not getting into the specialty rounds and oddball calibers.

Nobody in this thread has been talking about a .357 cal PCP air rifle. Im talking about a run of the mill, $100-$200 pellet rifle. Either .22 or .177 caliber with a velocity of let's say 1200FPS. (it's the type I'm most familiar with).
The type of air rifle described above can certainly injure/kill whatever it hits, but it's not realistic to say it's a viable weapon against humans, which some posters above replied.

I have 2 air gun specialty stores in my city. They carry everything from the cheap .177cal stuff you can find at WalMart only at a 35% markup, to custom PCP .50cal air rifles.
No background check needed, since they aren't considered a firearm by federal or state definitions, so literally anyone at all can go buy one if they have the cash.
As I pointed out - the WalMart ones can still push a 27.8gr pellet to 900-1000fps - that is only a few hundred fps less than a standard 36gr .22lr bullet velocity of 1100fps or so.
That is enough to kill small game, varmints, and people.
