Well, tardigrades can survive literally almost anything. So, I would expect life to be just about anywhere. I would expect, for microbes anyway, that soil and water/ice would always be your best bets. I know moons like Europa and Io have long been thought to be able to harbor life. Then again, we're not even on Mars and it has liquid water on occasions. While I don't think the Fermi Paradox is wrong, I do think macroorganisms are a different story. Remember the Rosetta craft landed on a comet, so there is always that.
