Alright, so /fluff/ this next part is going to be pure speculation based on what I found on Riddick when I picked him up from daycare.

You could use selective breeding to come up with something similar in look to a fluffy - probably closer still than those hideous mini-horses. They would almost definitely not be particularly equine in nature.
but the actual psychology of them comes across as highly custom tailored. First off, they can talk, so despite their stupidity their brains have to be nearly as advanced as a human's. Second they have phrases, knowledge and behaviors that are built in and widespread. In essence you would need a nearly complete understanding of not just the brain, but how brains develop in the womb and what genetic instructions cells follow to construct which areas and how. That sort of knowledge, and technology needed to work with it, are probably an absolute minimum of 50 years away.
There are other hurdles too. Fluffy mouths in most depictions aren't really built for proper talking. They also wouldn't produce the speech impediments that fluffies have. You might be able to affect their muscular development for the lisp, but things like "skettis" and "otay" would have to be part of built it knowledge.
I think we're just going to have to settle for a fantasy world....like in most aspects of our lives
