Speaking of alicorns, their rarity isn't due to genetics but rather the sorting algorithm in their mother's brain.
In most headcanons, any type of fluffy may give birth to any other type of fluffy and still recognize it as their young.
Because alicorns were developed after the eco terrorist release and therefore are not included in the genetic sorting algorithm, most mares and their offspring won't recognize an alicorn foal as one of their own so they'll drive it away or kill it.

Fluffies were released in an incomplete state due to a terrorist attack by PETA.
The original plan was to have the fluffies reproduce within Hasbio facilities and neuter/spay the outgoing ones being sold. Obviously for such an arrangement to meet demand it was beneficial for fluffies to breed exceptionally fast.
In the wild fluffies can reproduce at a month old and usually have 6 foals, provided they get enough nutrition. This combined with their ability to eat (but not without indigestion) nearly anything has led them to overrun urban areas.
