If you think the War on Drugs is about lowering drug use, helping people, and fighting crime, you are sadly mistaken. The War is big money all around. For one all law enforcement agencies from top to bottom are appropriated money based on how many cases they deal with. The more arrests they make the more tax dollars they receive next year. Plus they get to keep all money and property they confiscate from drug busts, even if the person accused of being a drug dealer is never formally charged, or are acquitted. Technically a person can get their shit back if they push the matter enough, but by then most people are too broke, and unemployed to be able to afford a long court battle.
Next there's the fact that a very large number of prisons of privately run. The government literally pays companies to manage prisons, and they pay based on how many inmates are being held at a given time. These companies lobby the government on all levels for stricter laws and enforcement, because it is in their interest to see as many people as possible, for as long as possible incarcerated.
Next many prosecutors are elected to their office. They need to appear as tough on crime as possibe to their constituents, and drug offenses are pretty much slam-dunk for them.
Speaking of which, society at large severely looks down on drug users and sellers, and these same people vote. They will generally vote for the candidate perceived as being harder on crime in general, and drug offenders in particular.
Then there's all the rehab facilities, counselors, and the self-help industry. People who make a living "helping" drug users don't want to be out of a job anymore than anyone else.
On top of that, Drug lords make their living selling drugs on the black market, and it's tax free income. Legalization is the last thing they want, and rest assured they have the money to grease the right palms too.
