I think that everyone should be sterilized from birth with some sort of injection that turns off your ovaries/testicles and makes you essentially infertile.
If you want to become fertile and have children, then you must take an exam that tests your intelligence through normal curriculum such as math, science, reading, history, etc. You're also given a sort of psyche screening to determine if you're psychologically ready/fit to be a parent.
If you meet these requirements you're injected with the serum that enables your fertility for a week. You got a week to go out there and attempt to get your partner pregnant. After that week you're infertile again.
