Hasbro developed them as "biotoy" spinoff of MLP. However they were released in an unfinished version due to a terrorist attack by PETA breaching the facility where they were being developed. They initially took the world by storm and were immensely popular, but then they lost whatever popularity they had due to the that they bred out of control, are as dumb as bricks, and have annoying attitudes. Because of this fluffies are widely hated and frequently treated horribly by most people.

I think there are only a few hard-and-fast rules that the community has really clung onto.
1) MOST FLUFFIES HATE ALICORNS by instinct, and will kill an alicorn foal if they see one.
2) Fluffies love spaghetti.
3) Fluffies can be trained to make 'good poopies' in a litterbox, or 'bad poopies' anywhere else
3) L's and R's are replaced with W in speech. Anything else is up to you, but I think it's pretty hard to read sometimes.
4) Fluffies are really bad with water. They can drown ridiculously easily.
