For a beginner download a program called Paint.NET. Than once you open up both files it's as easy as making a sandwich.
You place each layer on top of the other to obscure the ones below it and to give it depth.
It's a limited program but you can learn a lot by using it's extremely simple interface. It's very reminiscent of old-school MS paint.
