Okay it's actually really simple. All you do is get a condom, unravel it, then fill it with warm water. I've made the same thing but will 12" walmart balloons and one of these clips. Very reliable. I don't trust that jarlid shit.
1) Inflate the balloon to somewhere around the size of a cantaloupe, probably larger. Too small and your dick will bottom out, too large and you'll have no contact at the start of the funnel. Pinch the end of the balloon to leave extra thick latex there. Hold the balloon tie at the neck so it won't inflate either. If you want to try to shape the balloon, longer is better as it will form a better sphere when clipped, but it's not necessary.
2) We want to leave as much balloon tie as possible and have the knot close to the tip. Tie the balloon loosely, then pull the knot tight down to the end.
3) Push the balloon tie into the balloon with a finger, reach through the other end where you made extra material. Grab the knot, and wiggle it to free it from your other finger, just get a good grip on the knot. Pull it through the other side, then pinch and twist the knot to make it easy to hold.
4) Clip the twisted knot with the clip. The clip won't fit as well if you clip in the center, so clip the knot to the side. Get a good vice on the knot, but not the twisted section.
5) Now we need to untwist the knot, as it will untwist anyway and we don't want the clip to twist and cut the balloon. Squeeze the clip so it doesn't slip, pull away so the clip won't cut the balloon, and untwist the balloon. The clip should rest neatly in the balloon at an angle if you clipped to one side.
