Most cops in my experience are ~90 IQ.
And a lot of them aren't aware of their bias or "training" when they're interacting with civilians.
They're hardly a step above convicts if you ask me. Lots of them were even troubled youth who joined the Military (Which also warps their perspective on civilians and power)
And some get a creepy self satisfaction from the "power". I have had a cop walk up to me in a parking lot before, and I stupidly talked with him and answered questions.
I then found him parked outside of my house, and he even came into my work 5 days in a row, which is outside of his jurisdiction.
The best advice I've found in life is interact with government as little as possible. Local or Federal.
Any interaction with government is a bad interaction. Any interaction with Police is a bad interaction. Anything you say to the police will likely get recorded and noted.
If a cop recognizes you but doesn't remember you, you're already a criminal in their mind.

I think you don’t really understand how an OIS is investigated.
The involved agency conducts an investigation to determine if policy was violated - did the officer, as an employee, violate PD SOP or directives.
The shooting itself, meaning the legality and/or if any criminal violation occurred during the use of force, is investigated solely by the respective state bureau of investigation and District Attorney (and their investigators).
The only people who investigate their own shootings at any level of LE are the FBI, because the FBI has no OIG.

FBI has DOJ-OIG. We have OPR, which is internal, and then DOJ-OIG for criminal prosecution. Our boy McCabe was hammered by FBI-OPR.
Also, our AIS's go to the DA and a determination is made to indict or not indict the agent. They may even go to a grand jury. I don't know of an on-duty AIS which has ever been indicted. Several off-duty shootings have been indicted, which involved obvious foul play.
We do investigate our own shootings though, oddly enough. There's oversight, and like I said, the DA gets a chance to indict, so after there's no indictment, no one really cares anymore and it really comes down to writing an after action report (AAR) and the lawsuit from the dead/injured person who was shot. Cuz they always (always) sue the government, no matter what the circumstances.
Also, whoever said LE carries SIG is an idiot. The whole world carries Glock. SIG won a military contract recently, but that's DOD and completely different. The only fed agency I know that still has SIG is the USSS, who uses the Sig 357 round.
