young men and women of color as members of “gangs,” and creating databases of suspected gang
members. Miller reports that by 1992 almost half of all black men ages 21 to 24 in Los Angeles county
were identified by the District Attorney’s Office as “gang” members (65:91), and in Denver, black
young men between ages 12 and 24, who were 5 percent of the city’s population, made up 57 percent
of the police department’s list of suspected “gang” members.
Research studies also focus on the very different
communities in which blacks and whites live, and
emphasize contextual factors that explain race-crime
differences. Communities that are racially segregated
and have high concentrations of poverty and
unemployment (or marginal employment),
population change and turnover, family disruption,
and extreme social isolation (e.g., few kinship and
intergenerational links, unsupervised teenage peer
groups, minimal levels of organizational
participation) experience higher levels of crime and
violence (e.g., 89; 42). Massey demonstrates how
rising black poverty and high levels of racial
segregation have interacted to concentrate poverty
geographically and to create the social conditions
leading to the crime waves experienced in the U.S.
over recent decades (61). Peterson and Krivo show how
the adverse social conditions created by concentrated
disadvantage resulting from segregation have a
strong effect on black but not white homicides.

exactly where here does it say "poverty" is the cause? if household income, per-person income, or anything other directly measurable economic indicator of poverty were to be significant, they absolutely would have cited that explicitly
instead we have martial status of parents (cultural/racial indicator), immigrant status, and racial segregation (as in, the environment itself is one circumstances corelated to ones race)
your second paragraph is all about sentencing. my statistics are not based on how tough the sentence is (how many years), but where a violent crime was comited or not. You can feel however you want about the sentence, but a murder is a murder

Now that would be a very good read, but they dont cite any statistics from it on wikipedia, and you have to pay for the study.
It would be very interesting to hear the specific explanation of why segregated white poor communities do not experience the same crime that segregated poor black communities do.

hostility, frustration, and to be a precipitating factor in

It appeared that cities with large income disparities between Whites and Blacks
had higher rates of violent crime, controlling for other
factors. One of the strongest effects in this model was the
amount of city disadvantage present within a city. As city
