In norway a driving licence costs around 30k.
Wouldnt we want to give them the ability to participate in society by giving the ones that come here with absolute nothing, the basic package of a working citizen? We spend a fair amount on them in order to give them the ability to work here. We dont need to make it harder to work, we need to make it less temptning to live on welfare for the rest of their stay.
