Not how things work in the real world, because that will just make a bunch of workers desperate for experience take these jobs for little to no pay with a fewer, more experienced people training them. This is why unpaid internships are required to give you work in an educational capacity.
Once you give employers free reign to pay whatever they want, you'll just start getting retail industry turnaround rates, where they hire inexperienced temp workers and recycle them so they don't have to pay wage increases.
