If the EC does not vote how each state wants it to vote it would be considered election fraud and they would be disbanded and go to federal prison for subverting the will of the American people. The electoral college elects the President -- we do not in fact have a national election, we have 51 state/district elections (plus a couple of congressional districts in a few states) to select slates of electors.
