Most of the reason Africa is poor is because of the abundance of natural resources. If you're in charge of a country where you dig your wealth out of the ground, you only really need miners. Miners do not need an education, which means they will likely be politically apathetic.
Don't have those resources? Then, like China and India, you need to embrace the Secondary industries like manufacturing. These typically require a bit more education than Primary industries, and therefore have a more politically aware populace, and will demand things like schools and a police force.
Secondary industries no longer profitable? Then, like the west, you need to embrace the Tertiary industries, which largely include finance and banking. To get people here, they need to be highly educated, and as a lot is invested into each person, it is worth your while spending money on things like public healthcare and a minimum wage.
Britain was the first nation to jump from Primary to Secondary industries, followed by the rest of Europe, then the rest of the West, and now China and India. Since then, the West has moved to Tertiary industries, which is why the quality of life in Western countries is higher than in countries still dependent on Secondary industries (Asia), or those largely dependent on Primary industries (Africa).
The Le Pen will not be elected. With Trump on White House, all the moderate people will go to vote. The popularity and strenght of FN is seen bigger as it is in reality mostly because last years abstention was rising. But with the Brexit and Trump french people will got for the "anything but far-right/far-left".
Even in the case of MLP reaching 2nd turn (which as smal chance to happen), there will be a massive rise of participation just to block her. This would lead to elect almost anybody but her.

They have not much of a program, but use the "UMPS" argument, like Melanchon, to get the attention of people fed up with the current system.
