Some left wing bastion like California is obviously going to hold a lot of sway and it still does. But the massive amount of voting power is mitigated by giving each state some base level of voting power. The only disadvantage to popular voting systems is the 2 party advantage (already present). There's a weakness to gerrymandering when districts are involved, but only at the state level (and Republicans have taken advantage of this, redrawing congressional lines).
