Actually if you look at the way the machines were proven to be modified in many places it was by replacing the integer format.

The numbers after the decimal could be directed towards whichever candidate one wished by simple modification of the coding on the memory cards from the vote machine.
Paper ballots were even worse as the memory cards from those machines can be edited directly to move a certain percentage from one candidate to another.
