The real problem is that the primaries are forced to lean to appeal to core partisan supporters of parties and NOT towards policies that benefit the majority of people regardless of their political affiliation. It's led to a firmly entrenched us vs them mentality in the voting populace and forces people who want to be the President to lean much farther right or left than they might want to so they can win the primary. Without winning the primary they have zero chance at the big seat. Winning the primary means gaining the support of the extremes in the partisan support of your political party, so you have to be a cunt one way or another to stand a chance at the Presidency.

The problem won't be fixed by choosing a better representative at a primary. At this point that person simply doesn't exist, they won't stand a chance. It needs fixing by changing who gets to vote for whom. Remove the ability of politicians to pick who votes for them, stop gerrymandering, define counties based on landmass vs population and get rid of the electoral college. In a generation or two the partisan support will be far, far less and there will be a chance at getting moderate politicians in to the Presidency who will genuinely care more about doing their best for the majority instead of doing their best for their party.
A slim chance. Power corrupts, even with a better system like the one I've described it will still attract people utterly unsuited to leadership because that's just plain human nature.

I don't thin integrity is missing because it's been forced out, I think it's missing because it's a natural evolution of power consolidation in nations. There's no room for it because there's nothing at the top in which it can thrive. I don't even think it's been intentionally done by the corrupt, it's just the effect of ever slipping standards which leads to the need for significant change.
Every revolution is eventually followed by another revolution. Every change for the better is followed eventually by a change for the better. There's no changing human nature and the better systems never seem to last that long before another better system is required. A more pragmatic outlook would be to limit the scope of the corruption through accountability. I suppose then, when that gets implemented (if every) it will become more clear what the next step towards effective government would be, perhaps then people with integrity will have room to thrive at the top. High goals mean you can move towards them with no end in sight; setting high standards means you're more likely to be given credence in a debate.

I'm looking more at the next step towards the big goal rather than the goal itself, I think that's a good way to define the distinction. I'm an engineer, I solve the problem in front of me.
