This conveyer belt lifts the tubes from the end of the ride back to the beginning. It appears the accident took place at the end of this belt, where it declines back into the water.
Looks like there were too many tubes waiting to be boarded and sent onwards, which caused the victims' tube to tip sideways before it was pulled downwards by the belt's metal beams.

I think I figured out exactly how it happened
The ride was moving on conveyor belt in water and up onto conveyor belt ramp, and during the transition something fucked up and it flipped over backwards and at that point it was upside where two people who were still attached, got crushed into the belt undeneath and the other two people dropped underneath inside the belt and sunk into the gears and got minced and then the raft which they were in was pushed from upside down to horizontal while this was happening
and thats why the photo shows the raft in the position its in

Just saw some footage on the local news. The seat backrests on half of the raft are gone. Looks like it got minced up. I'm guessing the bit that was at the bottom has partially got sucked under the conveyor and the people sitting there were smashed.
