No you don't. I've commissioned dozens of artists and most of them are spergs. All of them will tell you up front if they can do what you want. Just do it.

Basically you just give them all the details for what you're picturing and they'll make a ref sheet. Ones off a base are super cheap but kinda cookie-cutter. From scratch can be pretty pricey.

Ya, you can try to solicit when they aren't open but it usually won't work. Better to find an artist you like and wait for an opening. Some require you to comment on a journal to claim a spot, some require you to note them, and some require a google form. Just depends. I wouldn't be too worried, most artists are very nice if they're not popufur. I mean, they're in the fandom too...
Only times I've gotten in trouble with an artist are when I've called them out on their bullshit.
