Not really, Marvel's best villains have always been their heroes. The same cannot be said for DC.
The issue is DC is all about absolutes, with both their heroes and their Villain's, Marvel has always been about the character, primarily the Hero.
I will admit that Marvel has made an attempt to develop the character of their villain's lately, but a decade of work does not change almost a century of foundation. You can see it in their cinematic universe, the lack of quality villains results in their best conflicts being driven by Hero's only.

She does have personality in some aspects, I really loved in the batman animated series where she was fully rehabilitated and actually worked with batman. First time I had ever seen a villian that fucked up be rehabilited to that point but as far as skillset not much higher than robins whom I wouldnt say is much better but at least isnt as edgy. Nah, the Joker has a lot of interesting story arcs that make him unique. Like when he tricked Superman into thinking that he poisoned Lois Lane and that the only cure would be for Superman to kill the Joker and take his dead blood cells to inject into Lois Lane, thus saving her. The Joker ended up lying about the whole thing and Lois Lane was just under some drug that made her seem dead. She did wake up, but this was when her and Supes were engaged. When she found out that Superman would let her die in order to keep to his vow to never kill anyone, she called off the wedding.

Not being a fight inducing fuckwad though, since even though I'm biased to DC, I still have lots of admiration to some of Marvel's aspects.Such as the whole Black Order storyline, along with Richard's Nova himself. But DC's more socially motivated villains and more ''not a shitter like me'' heroes along with some other factors made me choose it as my favorite.

I mean, fucking hell. I REALLY wish one of the other comic companies would make a god damn movie already. The Hellboy movies were sweet! And I mean, he's not even the only non-cape character out there that'd make for a good movie. Mind MGMT is a cool mystery/weird psychic le illuminati story, and people eat that shit up. The Goon could rake in TONS of new fans if they'd make a god damn movie or even an Adult Swim show; EVERYONE likes zombies, and AHS-kinda shit.
But to answer your question, DC because they SOMETIMES do a comic that doesn't have someone in tights and a color scheme-appropriate diaper spewing faux philosophical shit
