I hate dumb people so much, I swear to god. Okay, here we go. On page 9 you find a citation of the CA Dept. of Justice "Crime in California" report of 2013. You can see there, that the rate of blacks being arrested for violent crime is five times that of whites, which is even more significant if you consider that whites outnumber blacks greatly.
Now you can argue that A) the CA DoJ is a white supremacist organization and made that up, or B) that there is no correlation of arrest being made and crimes committed.
Then we have to go deeper into that rabbit hole and find another table in the report, citing equally reliable sources (which doesn't do us any good, because you apparently think that government agencies cook their books or whatever kept you from accepting that data before) that compare victim reports with arrests and find them to be roughly 1:1.
In other words, no matter how good the stats that I'm going to present to you are, they'll never be good enough, because you have a preconceived opinion that all races are equal in character and merit and no amount of data, logic and argument will change that, which ironically makes you a bigot.

I agree that in theory it is in the best interests for an employer to pay fairly. In practice though, they wont. thats just how this works.
Social contracts is the idea that we have known rules, unknown rules, Known Unknown rules, and unknown unknown rules. Because of this confusion can arise as to what the rules are. So we write the known rules down and we call this law. We talk about the known unknowns and we call this either a parliament or a congress, a legislature if you will.
