You absolutely can relocate a cap. It's a through mount, you could get a new cap, and lay it on its side at a 90 degree angle, or you could just run a couple wires to a cap and hot glue it somewhere. Then if you wanted, you could easily put it back to original.
If you are pulling out a hack saw for this kind of stuff, you're doing it wrong.

Running wires to a cap changes the resistance (and capacitance) of the circuit the cap is in. In the old days of <10MHz TTL, a little extra wire might not have been a big deal. At higher frequencies, a couple inches of wire can make or break a circuit.

Stuff life this. Lets say you got a laptop, dumped it in the bath (clean fresh water) while it was turned off with no battery in it. Took it out the bath after 10 seconds or so. Took it apart and left every party to dry, and BONE DRY, not 'good enough' but as dry as it was before it went in the bath, then rebuild it.
Providing it was all connected correctly. Would it still turn on and work?

It would probably turn on; the electric stuff wouldn't bee all that messed up. Any moving parts, like motors, would likely move slower or not move at all.
If you replace nothing, it probably won't be able to access the hard drive (and, by extension, boot,) and if it somehow does, will overheat since your fans are fucked.
I work in a phone repair shop. I don't actually do the repairs but I'm guessing if water was trapped inside the device it would start to corrode the board, and once that starts it's fucked.

Weird angle, but anyway ive come close to issues like that before keep in mind most oe computers come with discreet cards that dont go past the end of the slot and clip so alot of unfortunate capacitors in the way, ive had cards resting right on them along with the heatsinks.
