The had chosen a site for the first bomb, because it was a military target but it also had a populace of civilians to test the bomb on.

Additional bombs were in production and could have been dropped if the surrender did not come through after Nagasaki.

Hydrogen bombs had already been proposed at the time. The theory was mostly there already, if not the testing and manufacturing for them. A decision was made during the Manhattan Project to push forward with the standard fission bombs first as they were expected to be completed more quickly. Keep in mind that, at the time, it was unknown exactly how far along Germany's nuclear program had progressed. In reality Germany wasn't even close to producing an atomic weapon but, again at the time, it was believed it was essential to both the European and Japanese fronts to finish the bombs and get them in to operation as quickly as possible before anyone else could.
