I have been considering doing the same. With a functional foreskin you stimulate the penis by gliding the skin back and forth over the head.
With a circumcised penis you stimulate the head directly with your hand.
What you're attempting to do is stimulate the head through a double layer of skin which won't retract. It's no wonder you're having difficulty getting off. One of the functions of the foreskin is to specifically numb the head to unwanted stimulation while it's covered up. If you're wearing a condom too then it's only going to make it worse.
I'd get cut, but research it first. Get a high cut, so you retain all the sensitive inner foreskin, as well as the frenulum, and get a loose cut so you still have a lot of mobile skin on your dick, enough to pull back up over the head. This should get you the most flexible options on how to play with it afterwards.

Tie a piece of thread tightly around the bridge where it meets the head, then tie another around it where it meets the shaft, then leave it a few hours / overnight. The thread will cut off the blood supply to the bridge, which will then go numb, and eventually die.
