Nope. I think I know the part you're talking about, but it has actual cobblestones rather than Belgian blocks, and the streets are narrower.
Basically, yeah. That's funny because that pic is actually at the highways exiting the city, and is like, 10-15 mins away from a really expensive area.

You do realize that, based on judging by metropolitan areas, St. Louis isn't even in the top 10 most dangerous areas of the Midwest?
Kansas City Metro Area is statistically more dangerous, plus because the city and the county are seperated, St. Louis only covers 66 sq miles. If the city and the county fully merged, not only would St. Louis be in the top 10 most populated US cities, but also below the national average of crime. Its place would go from 1st to 76th, and Kansas City would go from 11th to 10th.
